Insiders, in collaboration with RISE, is launching a single-app package for private health insurance providers that includes billing management and a telematics infrastructure. This will expand the health apps already in common use today by private health insurers to include access to the telematics infrastructure (TI) and the applications running on it—such as the electronic patient record (ePA), e-prescriptions, and other digital services in the German healthcare system.
The customer-oriented orchestration of the entire eHealthapplication portfolio is the challenge facing health insurance companies in this digital era. The goal is to offer customers not only administrative services but also medical value-added functions and TI solutions integrated into a single mobile application. Along with the e-prescription, the ePA is the central eHealth application in the German healthcare system and the heart of the TI.
In collaboration with RISE (Research Industrial Systems Engineering Research, Development, and Large-Scale Project Consulting GmbH) a complete package featuring its established solutions for TI integration, ePA, ePA+, digital identity, e-prescriptions, as well as invoice and contract management.
Many private health insurers have long relied on our Insiders solutions for data entry, billing, and contract management. Using our mobile applications, numerous insurers already offer their customers apps that allow policyholders to conveniently submit claims digitally, communicate securely with their insurance company, view their policies, or complete administrative tasks.
The Austrian high-tech manufacturer RISE, headquartered in Berlin, is one of the leading IT system integrators for ITcomponents of the TI and the ePA in Germany and has developed one of the three connectors approved in Germany for the TI.

“Currently, invoice management—and in particular the submission of photographed medical bills and prescriptions—is the most widely used application among private health insurance customers. However, this falls far short of realizing the full potential of digitization in the healthcare sector.

said Werner Weiss, CEO of Insiders Technologies. “Specialized IT services, as well as other applications such as telemedicine or secure IT-based messaging services, are forward-looking and will be made available to insurers through our collaboration with RISE as a single-app solution that conserves IT resources.”

In the new, joint “One-App” solution for the modern eHealthportfolio, health insurers now benefit from a holistically orchestrated range of service products based on Insider’s applicationand TI-certified RISE technology. Here, all medical and administrative applications of the eHealthportfolio of a private health insurance provider are integrated into a single mobile application. The app is based on RISE’s TI technology, certified by gematik, including ePA and medical value-added services (ePA+), which is expanded to include Insiders’ established solution modules for billing and contract management. The joint solution is complemented by a TI-compliant digital identity, an integration with the e-prescription system, and a future TI e-invoicing service, which will provide significant added value from TI, particularly for those with private health insurance.
This provides the insured person with a comprehensive application that allows them to manage their personal health based on all their health data —an important step toward better service and higher customer satisfaction in the German healthcare system.
